Do they have to be protected by a cabinet or other suitable means?

Protected from traffic damage Ie bollards, cuboard?
Where installed outside it is wise to put in a cuboard so that the rubber hose does not deteriorate- may be a requirement- i've just always done it.

Must obviously be accessible for use easily- no locking ( but you knew that)

as all your questions seem to be about regulations rather than a practical aspect, i would suggest that you contact a plumber or fire service specialist.

if you have carried out work on a building, you are possibly on shaky ground, as i would expect that certain licences are required before you could undertake this work yourself.

however, if you are in a position of responsibility for a building requiring these services, I would recommend that you contact a professional rather than ask on an amateur forum.
