Just a quick query - for a ground level deck - is 90x45 structual pine the right size for the joists?

That depends on the span between bearers.

Well, something has to hold them up off the ground, so the spacing between whatever that is. Or are you planning on just laying the joists flat on the ground?

If you are they will be sleepers not bearers and you have issues with treatment.

90 x 45 tr pine f5 spans 1100 mm for single span and 1300mm for continuos span as per Tabma tables for domestic balconies and decks ...
This is the new spans since the removal of pine being F7 in some sizes
