I would like to run an extension cord to my garage to power a fridge, lights. Who should i contact to check if this is legal? i would run the cord above ground, partially along the fence. I would appreciate any advice you can offer.

If it remains as an "extension cord" , Not fixed, encased or other, then you just run it and use it.

If it is fastened up then it becomes fixed wiring and needs a sparky to run it.

This might vary a bit between states(?) but in Tas at least if it's plugged in and it's at a private residence (not a workplace etc) then you can DIY basically anything.

But no DIY as soon as it's hard wired and it will have to be "safe" even if plugged in if it's at a place of work etc.

i have heard that i can encase the extension cord in conduit so long as it remains plugged into a powerpoint at both ends and this would be legal in nsw. i am unsure who to contact to make sure this is true any ideas?

No the lead must always be capable of being unplugged and rolled up.
