Got to the stage of laying the joists 140x45 at 450crs and was wondering because I dont have a long straight edge what are some of the ways of making sure the joists are level, and what is accepted like from one end of the deck to the other ? Noticble, dont really want to get the electric planner out and start buzzing some of the joists

Use a laser, or builder's level, or a water level to set up some reference marks at the same height, around your perimeter. Then run stringlines across, or for short reaches use a 4' level (you must have at least one of them). If there's nothing really close, consider setting up some "hurdles" at the desired height (usually top of joist).

Tolerance on a deck depends a little on what you're doing. A slight fall is good IMO, as pooling water can affect fastener holes and predispose later issues with rot.
