what should I do to prepare to get a Slab of concrete layed for a new garage?
plan is a 2 car garage in the backyard....
-should i dig the area out 5inches deep
-go and Lay the REO bars myself
then call a concrete truck
or do you think i will need a permit of some sort as well?

I will be absolutely amazed if you don't need a permit before you pour anything for a garage. Drainage, water run-off, set back lines, etc. etc.

I reckon you can pour the slab. But the trouble might start when you start putting up walls....... So better get the permit first (that's what you'd need to do here in the land of the flightless bird).

If its for a garage you will need a permit, as you are going to need one for the structure anyway it would be a shame to pour one only to be told later to remove it. Generally the slab needs to be inspected after placement of reo etc but before the pour.

if it's going to have a garage on it, depending on the type of construction you use, you will require some kind of footings/dropped edge beam, etc to support the weight. You might be jumping the gun a bit. I'd get the plans of the shed sorted first, these will dictate your requirements re slab, then get the whole lot approved.

Not only the above requirements you are probably going to need a engineers recommendation for your council.
If you are going to put up a kit garage you will find that the suppliers of garages will supply all these things for you.
