I reckon there's a good few inches there to squeeze the van out.
Take a ruler to the pic. It will be tight, but possible.

I hope. ;)I don't reckon. Have a close look and you'll see that their van is exactly four paving tiles wide. The bollards are placed four pavers apart, so the space between them will be less, by the thickness of one bollard. (yes I can see that one is slightly off centre, but I don't think it's enough). The purpose of the bollards would be to stop cars parking there I'd say. Even if they could fit, they'd undoubtedly bugger up the concreting by driving over the freshly laid foundations.
I reckon that they haven't quite finished for the day, even though they hadn''t realised it at that stage. :D

What makes you think they're the car's occupants?
In reality they're the militant arm of the Parking Police, making another valiant attempt to curtail unpaid parking tickets...

It is possible that one or more of the bollards has a key lock to allow its removal for maintenance purposes.

A similar thing happened on a fit out/ upgrade to a shopping mall I worked on.
ceiling fixers brought in a sizzor lift then the front aluminium doors were installed.
end of the job and the front door had to be removed to get it out:doh:
