Height of Handrail

At least 1000mm to the top of the handrail to meet BCA requirements.

But then handrails also depend upon the hight about the ground. If it's less than a meter fall from the deck then you can put it at any height you damn well want.

Edit, if it's over 4 meters of fall than special requirements also apply to prevent climbing on the handrail.

Null & void is spot on, 1000mm from deck height. You also need to consider looks though, a bit higher can look really good on some decks/types of balustrading.

Don't forget that there is also a requirement that a 125mm cylinder will not fit anywhere through the ballustrading. Which means that you can't have a 125mm gap anywhere, including under the bottom rail and deck.

Also, don't forget about weather exposure. Don't create spaces in the top or bottom rail where water can gather, it will rot out quicker than you can blink!

If there are small kids around, I would make the vertical gap in the balustrading more like 100mm as I've seen a couple of toddlers get their heads stuck in a 125mm gap.
