Want to put up a cement sheet wall 5m x 2.5m high to block out the perve next door . What sort of frame should i put it on.

That's a pretty high wall.

If it is to block out a perve then you can be sure that he would object to it being tacked onto the existing fence. And if it is not part of the fence you will need a proper building permit for it.

If you build it without a permit your perve would probably complain and dob you in to the council, so I suggest that you go and see your council building inspector and see what they would allow or requirebefore you get into trouble with them.

As it is outdoors and probably not that long term treated pine might do the trick just put in treated poles and use treated rails to fix to. I gather this is not for style, so face the good side your way if you wish. Wouldn't think you would need a permit for a free standing screen inside your own boundry but I would check with council first.

Any side fence over 2m high now requires a building permit. You can go up to 3m average height subject to some other regs, you would wanna use pretty big posts and go down about 900mm with your post holes.
