HELP!!!!!

I am trying to finish a coffee table that I waited patiently on the finish for , finally arrived and I am having trouble with it getting Pock marks, or very large "fish eyes" in , ive eliminated everything, theres no oils or silicones in the air, but I am new to urethanes, and definatelly new to water based urethane, anyone know why I would be getting these? I am applying with a brush the base coats, I am up to 4 coats now, and they are still there sanding down to 600 grit between coats, I am down to trying to spray it on , any help would be greatly appreciated.

I don't use polyurethane much but all the following suggestions could be applied to any finishing job.
Have you used de-greaser to prepare your surface before you brush, and what did you last use your brushes for ? Are they clean? Are you using a tack cloth to pick up any dust on the job after you sanded? All these things can cause problems. One more thing. Has your sandpaper come into contact with any grease or polish?

are you putting it on to thick, the stuff dries pretting quick and may not have enough time to even it self out like normal poly would...
