I'm wanting to put a vandal proof tap into a brass fitting on the front water line on my property that belongs to the local Council and I can't unscrew the gal bung and am wondering if anyone might know how to go about removing the bung.

An easy fix would be to cut the fitting off and fit a new one but since its not mine I don't see this as being an option.

I've sprayed it with a releasing agent a couple of times a day for several days and clamped the fitting to the star picket post so not to bend or break the pipe but no :~ it still won't budge.

First option I would take is to use two hammers, say a heavy one like a lump/brickies hammer behind the fitting then hit the gal plug square on from the front to try and break the bond and then if that didn’t work, I’d get the oxy torch out and heat but then I may as well replace it cause I get then braze a new fitting on, seeing that I’ve got an oxy torch there.

New fitting, even if you free up the gal one(you won’t) it will destroy the thread in the brass when you wind it out.

I think it's a gonner as well, but possibly drill it out, increasing drill size until you are close.
Heat could help.
Or a longer cheater bar. What's the worst that can happen..

I would replace the fitting whoever fitted that one over heated it and the joint will eventually fail.

Try tightening first, that can sometimes break the rust seal.

My understanding about the council water line is that they own all the lines from there main line even if its in my yard and today I find out that I own what's in my yard even the water meter.

Now as easy fix, lop off the old fitting and fit a new brass fitting.

2nd February and after this photo I cut the excess off the gal post and slapped on a gal cap.
