The back story is I have a plan from Fine Woodworking and a question I would like to post here but to do that I have to post the article. I have the archive DVD so the article is not ripped off from the net and I paid good money for it some years ago. Can I post the article here or does it violate the copyright of FWW?

Without obtaining formal permission from the owner of the copyright, in this case the magasine publisher, you would be in breach of the copyright act and liable to legal proceedures.
An article that you have purchased, no matter in which format, is for your personal use and may not reproduced without permission unless it contains a disclaimer to allow certain reproduction.
The permission should be in writing for your protection.

You can often find links to old articles on the FWW site if you search for something like "fww issue 169 tool chest". You might get lucky and find a link you can post here.

Caveat -- I am not a lawyer
The copyright act contains a "fair dealing" provision.
Posting an entire copyrighted work would not be fair dealing.
Posting a page or two (as long as 2 pages is less than 50% of the article) would likely be considered "fair dealing"
In terms of Chris's question.
It is very hard to see how referencing the FWW issue number and article by posing a question such as "Who has issue #234 of FWW and can help me with understanding how the author inverted the square on the geraniums" would be a breach of copyright.

Also, as fuzzie notes, even if the article you wish to reference is behind FWW's pay wall, you can still generally link to the article, it's just that for people to read the article they will need to have either the archive -- which I'm sure quite a few forumites will have -- or a subscription, which again a few a forumites will have.
Ask the question and see what sort of response you get.

I have just spent an hour on FWW's site and while it is in the index I can't find any article on it. Is there an official forum policy on this sort of thing? Asking the question as posed by I an is not an issue because only those who have the magazine or an electronic copy as I have would be able to answer the question. If I put up the article and drawings here a far wider response might be expected as there would not be a huge number of people who would have the issue. I will put the question in general and let's see where it goes but I would like an official ruling if possible.

I'm tipping it would come under fair use, especially if you're only posting a portion of it
