Ryobi BID-1211 Drill

hi,
I am not sure where else to post this so excuse me if it is not in the right place.

I have a ryobi BID-1211 portable driver drill (as pictured). The battery is not charging even though the charger indicates it is fully charged. How can I determine which is at fault, i.e. the battery or the charger, and does anyone out there have a battery.
