Hi i have a highset split level house.Under the high part of the house is a double garage with a cement floor and under the low part (about 1.5 m high) is just dirt.Can anyone forsee any problems if i cement under here?is it ok to put cement everywhere including around the supports for the house that go into the ground?The reason i want to do this is so i have a clean area to store some of my stuff.

I wouldnt use cement, apart from the cost factor it is to easy to crack.
Try concrete instead, cheaper and more durable.

Yep, Concrete.
No problems with what you are trying to do, but you obviously have a sloping block of land, so you need to take drainage into consideration.
Make sure that water doesn't turn up under the slab, or worse for your stuff stored in cartons: on top of it!
I'd suggest a gravel or agricultural drain at the edge of the retaining wall (under the slab) running to the outside, and an open drain against the house so that water run-off is collected before it hits the house and seeps onto your slab!
