She's a thief's wife, which (to some) makes her a thief by association. However, she *is* Australian and must be allowed to return if she wishes.
As for the money, you can guarantee it _won't_ be spent here if she stays overseas.
There's never an easy answer.

Since that is the case, she should be treated as an undesireable and denied entry.

Like any other foreign national wishing to migrate Pixie's application should be considered on its merits. Does the person have a good legal standing in their community, any past criminal convictions, history of cooperation and good relations with Australia and its government. Will the person bring skills and qualifications that we need? Are there other applicants who have more to offer to Australia? Will the person contribute to our society? Hmmmmm, sorry Pixie, you can rot wherever it is that you took up citizenship, I think you're probably just in front of bomb wielding fundamentalists from the middle east who'd like to come here in the "welcome to settle in Australia queue".
