When applying shellac (french polish), at what stage should you start rubbing with fine paper or steel wool between coats?

When applying french polish I rub down with steel wool after every coat. I apply the first two with a brush and from then on with a rubber untill I am satisfied with the finish.
Then I lightly rub back with a brush and English whiting powder and apply a hard wax to get that antique shiny look.
